Abstract

During the process of pursuing democracy and economic development, the R O C. government has never forgotten the pursuit of integrity. Since September 16, 1992, all levels of administrative organizations have established government ethics offices. The major task of the government ethics offices is to prevent the corruption of government officials. On September 2, 1993, the Executive Yuan started to implement “Administration Reform Plan” with a view to establishing an incorruptible, effective and people-oriented government. Since then, anti-corruption movement has become the focus of the entire nation. However, recently many scandals regarding collusion between officials and businessmen, interest transfer, bribery, etc. have been uncovered. The scandals indicate that corruption has not been rooted out yet. Because of the scandals, the public has started to question the function of the government ethics offices and the Provincial People’s Assembly has started to evaluate the feasibility of abolishing the government ethics offices.

This research uses strategies planning to evaluate and analyze the government ethics offices, which have encountered the pressure of being abolished. It is expected that through the strategic planning the future prospects of the government ethics offices can be clearly seen, the objective ca be concretely established, the consensus of the government ethics officials can be reached ad a driving fore can be formed so as to develop the best competitive edge and reach the goal of establishing an incorruptible administrative system for government.
