Abstract
Since the first four-year economic development plan was launched in 1953, the government of the Republic of China has implemented a free economic system guided by indicative planning. This policy has proved remarkably successful, and economic development has gained considerable momentum over the years.
In order to cope with the economic development policy of our country, every governmental organization proposes many economic development projects including public investment projects and public utility and enterprise asset investment projects, based on its specific responsibility. Those projects demand huge money, and bring a great of influences to the country’s development and the people’s livelihood. Because of resources limitation, those projects can not be carried out simultaneously. To do more with less, ameliorate the project, and allocate the budget effectively, the Central Government have approved Governmental Major Economic development Investment Project Preliminary Process Regulations since 1978.
Under the Preliminary Process Regulations, the quality of projects and the scrutinization of budgeting have been much improved. Nevertheless, there are still some problems about programming, evaluating procedures and methods, etc To solve the problems, the study tries to clear and find appropriate evaluation system and method, in tune with theoretical objectiveness, practical convenience, and governmental regulations.
Chapter 1 introduces the background of economic development projects in Taiwan problems, the purpose and the method of the study. Chapter 2 reviews’ the existing Economic Project Preliminary Process Regulations to Taiwan Provincial Government. In addition, the study also makes surveys with programming and deliberating executives, then makes analysis and suggestion practically. Chapter 3 analyzes evaluating items, methods, and standards of major economic construction project of public investment. Chapter 4 tries to design a programming manual of governmental major economic construction projects. Last, Chapter 5 is writer’s conclusion and suggestion.
