Abstract

I have served with the Investigation Bureau, Ministry of Justice of the Republic of China for twenty years. With my direct hands-on role in anti-drug operations, I am profoundly aware of the tremendous manpower, resources, time and energy required for the efforts to acquire evidence. Our dedicated colleagues unhesitatingly sacrifice their valuable time for family reunions to fully concentrate on their duties. Amidst the rampant drug use, the government, on December 24, 1993, upgraded the “Central Counter Narcotics Coordinating and Supervisory Board”, organized by the Ministry of the Interior in association with other agencies concerned to the central government level by the name of “Central Counter Narcotics Joint-Meeting”. Now, with the efforts under the Joint- meeting for three years, the Republic of China has not won reasonable Acknowledgment from the international community and is still being accused of being a transit country of drug-trafficking. The accusation considerably mars the ROC image in the world community and discourages the counter-drug agents, meanwhile, juveniles in Taiwan show worsening drug addiction which has been shown through the campus incidents. It is just under such a background that I am motivated to conduct the assessment of the anti-drug strategic plans.
