Abstract

After Taiwan recovered political control from Japan in 1948, public constructions of kinds were urgently demanded. The cost to proceed was tremendous. In order to finance these projects, the Bank of Taiwan was appointed to issue lottery tickets under the Taiwanese Patriotic Lottery Regulations" on April the eleventh, 1950. A new game called Happy All” was developed to match exactly the winning numbers in the Patriotic Lottery Same. This game became popular in the beginning of 1984. This was an illegal gambling act that penetrated into every corner of Taiwan with more than millions of players. The jackpot for every drawing (twice per month was over US $3,500,000,000. This game rapidly gained fame and attention through the broadcasting media. Many myths, rumors and superstitions that sounded so absurd and ridiculous were spread. Increasing tragedies and accidents were reported. The social value and economic activity were hurt. The Province Government of Taiwan after long consideration decided to stop issuing the Patriotic Lottery tickets on January 1988 to prevent further damage from such abnormal gambling behavior. The social economy was back to normal and the trend for playing Happy All cooled down a little bit. Nevertheless, the fans quickly chose another lottery game that was sold overseas. Hp to now, lots of voices in the society have been asking the government to re-issue the lottery tickets as a mean to satisfy the gambling needs of people According to them, the lottery can be seen as a way to educate through entertainment. The government can meanwhile increase the revenue as well. The problem that needs to be discussed is how to avoid the negative impact from Happy All once again, and how to protect the healthy economy of the society and nation.
