Abstract

To promote the Department of Health's policies of improving the Taiwan Provincial residents’ health, establishing a in-corruptible government, realizing the ideal of public service, etc., the Department of Health, Taiwan Provincial Government has been implementing a program of encouraging all the subordinate hospitals and sanitariums to participate in the promotion of a “Clinical Nurse Professional Competence Upgrading System” The upgrading system is designed to help the clinical nurses to accept systematic education and training and increase their professional competence so as to provide patients with high quality nursing service. All the hospitals and sanitariums can participate in the program or not depending on their desires.

In recent years, Taiwan has experienced a nursing shortage. This was made worse by the process of recruiting nurses through a General and Higher Civil Examination policy causing the drain of trained and experienced nurses from the hospitals. To solve the problem, the Department of Health, Taiwan Provincial Government promoted a program of “Clinical Nurse Professional Competence Upgrading System” for the subordinate hospitals and sanitariums. The program has the support of all the government ministers and the subordinate hospitals and sanitariums of the Department of Health. The program is implemented step by step with an expectation to work out an upgrading system, cultivate professional nurses, and elevate nursing care quality in order to provide better nursing care for our people
