Abstract
Due to the rapidly changing environment, as well as globalization trends, organizations today have to face more challenges and greater competition than before (Kotter, & Cohen, 2002; Robbins, & Judge, 2008). To survive in today’s world, organizations become able to provide better products and services, but at the same time, expect to receive better services and more helps from the government sectors as well. From another perspective, as an special type of organization, government sectors also need to face globalization and change issues themselves. As a result, even though government sectors, in most cases, do not have to worry about surviving issues, however, their low effectiveness may still raise public discontent and make themselves become the targets of criticism. Besides the higher expectation and pressure from the public and legislators, government sectors should also actively pursue change and better performance due to the awareness of their critical roles on supporting private organizations and businesses to succeed in the global competition.
