Abstract
The e-Govemment landscape has changed significantly. Effective use of information technology was viewed as a major avenue that could assist government in managing this change. The Central Personnel Administration of Taiwan has developed a comprehensive technology planning process to enhance human resource management project initiation, review, and approval.
To realize the demand of HRM in the future we used secondary data analysis of public sector agencies and focus group interviews. Then, we constructed a service-oriented architecture for Human Resources Management System (HRMS) with the business system planning to promote the operation of the public sector. Therefore, we had the second focus group interview to validate the correctness and completeness of the HRMS.
The HRMS for the public sector with the entrance of net work platform can offer services to government agencies and personnel operations everyday. The solution must create efficient workflows with approval mechanisms, provide compliance reporting, and integrate all of the major components of HR. The accomplishment of this study also can be referenced by the public sectors to help promote the e-Govemment plan.
