Abstract

This project attempts to explain the varying regulations of the concept of highly qualified teacher under the No Child Left Behind Act (NCLB). The problem that keeps emerging is teachers are not deemed qualified despite their credentials and are being blamed for the lack of student achievement. The purpose of this project is to explore the requirements facing new and old teachers alike under the NCLB act. Data were collected from various states to examine the similarities and differences that may be occurring across the country. The data revealed slight differences among states and new trends several states are adopting to streamline teacher licensure. The tendency toward teacher testing emerged as a common theme across state requirements.
